Introduction

This final decade actually began on September 2, 2009, with the passing of Chairman and CEO Ralph Peterson. This decade saw the ascension of Lee McIntire from President and Chief Operating Officer (COO) 3 years before to Chairman and CEO in January 2009. Then again, within this decade, Lee retired in mid-2013; and Jacqueline C. Hinman, then Chairman and CEO of Halcrow, a CH2M HILL acquisition, was chosen by the CH2M HILL Board of Directors to be CEO and Chairman in 2014. Jacque had joined CH2M HILL in early 1988. She left the firm in 1997 to form a technical management consulting firm but returned to CH2M HILL in 2005 after her firm was sold. Finally, on December 13, 2017, CH2M, as it was called, was sold to Jacobs Engineering.

Stimulus Strides
The first signs of a looming economic crisis began around the time McIntire became President and COO. He and others at CH2M HILL noticed a drop in water permits and a drop in housing starts. By late 2007, the real estate market had infected the banking system, forcing the government to intervene twice with more than $700 billion in liquid bailout injections. Between 2008 and 2009, the U.S. lost 8.4 million jobs. CH2M HILL lost 3,000 of them.

In March 2009, freshly elected President Barack Obama introduced a $1,797 billion economic stimulus package known as The American Recovery and Reinvestment Act (ARRA). ARRA ear marked $275 billion for shovel-ready public works projects, and CH2M HILL was at the ready. One of the program’s first projects, the Douglas L. Smith Middle Basin Wastewater Treatment Plant Solids Improvement project in Johnson County, Kansas, earned national recognition for its significant reduction in energy costs, ($500,000); greenhouse gas emissions (9,700 metric tons); and waste travel mileage (40,000 annual miles).

Brave New World: Acquisitions, Expansions, and Iconic Projects
By 2009, CH2M HILL’s international program management and engineering capacity was stretched to the limit, as the company had won a significant amount of work around the world. In addition to the programs mentioned previously, additional wins included the Strategic Tunnel Enhancement Program; the Emirates Nuclear Energy Program; and the MASDAR Sustainable City Program, all in the United Arab Emirates; the South Korea Military Base Relocation Program; the Procter & Gamble Singapore Innovation Center EPCM project in Asia; and numerous infrastructure and oil and gas projects and programs in Canada.

Many of the projects outside of North America were staffed by expatriates with global project and program management experience, but this was not a cost-effective nor sustainable long-term strategy. McIntire led several board discussions that year around international acquisitions. In December 2009, Hinman was chosen to lead the company’s efforts to acquire a company with a strong international reputation and significant international resources.

To advance the company’s market strategy, in 2010, McIntire organized the company around key divisions and geographies to include the Energy and Water Division (overseen by Bob Card); the Government, Environmental, and Nuclear Division (overseen by Mike McKelvy); the Facilities & Infra structure Division (overseen by Jacque Hinman); and International Operations (overseen by Fred Brune). Each division was divided into business groups, and international operations were divided into regions. Because the company was now operating in 10 different business group markets, six major international geographies (including the U.S.), and pursuing projects with greater complexity (including fixed-price, at-risk EPC projects), McIntire realized greater executive oversight was needed. This led to his creation of a 12-person executive leadership team with a mission to guide both governance and operations decision­making on behalf of the firm.

CH2M HILL announced in November 2011 it would acquire employee-owned Halcrow, a 143-year-old engineering, planning, design, and management services firm headquartered in the United Kingdom with £450 million in annual revenue and 6,000 employees located primarily in the U.K., the Middle East, and Asia.

The £124 million cash purchase came on the heels of the British government’s public pledge to invest hundreds of billions in the renewal of aging infrastructure. It also was well-timed to take advantage of increased infrastructure investment in the Middle East.

The partnership galvanized the already-in­progress Thames Tideway Tunnels project while expanding CH2M HILL’s global footprint. The company’s global workforce now stood at almost 30,000 employees — 11,000 of them outside the U.S. ” Halcrow increased our strength primarily in the Middle East and the U.K., while providing new expertise in areas such as rail, tunneling, and water resources,” said Hinman. “Now we had a stable business with thousands of people able to serve their clients locally around the world.”

After the acquisition, Hinman became the chairman and CEO of Halcrow and also oversaw the CH2M HILL international portfolio until Halcrow was fully integrated in 2013.

In February 2014, CH2M HILL completed the last part of its international acquisition strategy when it acquired Calgary, Canada­based TERA Consultants. With more than 450 employees, TERA had been in the environmental consulting business serving the pipeline, electrical transmission, and oil and gas industries for more than 30 years. They added a key capability to serve Canadian private-sector clients.

CH2M HILL General – CVO Shows Off New Digs – 2010
About 500 guests were at an open house hosted by CH2M HILL at its new offices in Building 10 of the Hewlett-Packard campus in northeast Corvallis on Tuesday, December 14, 2010. The company relocated from its longtime-leased offices at Walnut and Kings Boulevards in September. The open house was a chance to show off new state-of-the-art laboratory facilities and recent projects, and for employees old and new to mingle with visitors.

These visitors could check out displays on CH2M HILL’s big civil, transportation, water, government facilities, infrastructure, and sustainability projects from all over the world. The projects on display in the room ranged from the $8 billion Changi East Wastewater Treatment Plant in Singapore to local projects such as Albany’s water treatment plant, wastewater system, and the new Talking Waters project — a constructed wetland meant to mitigate the temperature of effluent from Albany, Millersburg, and the Wah Chang plant.

CH2M HILL CEO Lee McIntire was very excited about what he saw in Albany. He praised the Talking Water Gardens project for its collaboration between two municipalities and a large private company and also for a creative solution that combines both technology and natural processes. The project has already garnered national awards.

Mayor Charlie Tomlinson said that Corvallis owes a debt of gratitude to CH2M HILL co-founder Jim Howland, both for engineering projects and the company culture that he helped create. Mayor Tomlinson went on to say CH2M HILL has “left a lasting legacy in the City of Corvallis” and that CH2M HILL people have a unique civic pride. “I’ve seen them step up multiple times to volunteer in the civic life of our community.” During the move, more than a quarter of a million pounds of paper were recycled. People – Awards – Leslie Grady – 2010
Technology fellow emeritus C.P. Leslie Grady Jr., P.E., Ph.D. received the Water Environment Federation (WEF) Industrial Water Quality Lifetime Achievement Award at this year’s WEF Technical Exhibition and Conference in New Orleans. The award honors individuals who have made substantial and measurable engineering, scientific, or operations contributions toward improving water quality through the management or treatment of industrial wastes.

In addition to being a full-time professor for 35 years, Les worked for CH2M HILL part-time for over 20 years until he retired in 2009. He served as a senior technical consultant on projects involving biological treatment of industrial wastewater. He has published over 250 publications and reports on biological wastewater treatment, biodegradation, and biodegradation testing. (Read More)

    CH2M HILL completed conceptual design and predesign for NEWater and served as lead consultant to the Singapore Public Utilities Board (PUB) during implementation.
  • Philip Morris Wetlands Project – Highly Commended, Industrial Water Project of the Year.
    CH2M HILL designed and implemented the wetland through a Design-Build-Operate contract. The project involved creating a 15-hectare free water surface wetland to treat industrial wastewater from Philip Morris’s Park 500 tobacco-processing facility near Richmond, Virginia. Tobacco wastewater contains naturally high nitrogen and phosphorus loads, which can result in algal blooms, adversely affecting aquatic life and polluting surface water sources. Park 500 is the only known application of a natural wetland system to treat tobacco wastewater.

CH2M HILL – Financial Strength – 2011
Engineering News-Record (ENR) ranked CH2M HILL as No. 4 overall among the Top 500 Global Design Firms, upsetting Fluor; No. 20 among Top International Design Firms; and No. 204 for Top Global Contractors in its ENR Global Source Book. The Firm was ranked in 10 other categories including Pipelines, No. 1; Government Offices, No. 2; Wastewater Treatment, No. 3; and Hazardous Waste, No. 5.

The firm was among ENR’s top 10 “Green Firms” debuted at No. 7 overall and No. 3 in the sports and recreation subcategory. Last year’s green revenue was $140.6 million or 4 percent of the total. Sports earnings were $26.8 million.

People – Earl Reynolds Passing – 2011
Earl Reynolds – former Chairman of the Board and Boise Regional Manager for 30 years – died June 22nd at his home in Boise, ID. He was 88. Earl was one of the 12 partners of CH2M and an Oregon native who joined the firm in 1947 as employee number 8. (Read More)

People – Bob Fuller Pro Bono Help – 2011
In December, Bob Fuller, as the technical volunteer, led a five-person team to install drinking water disinfection equipment in three village’s hand-dug, open wells in Cameroon, Africa. The project included reinforced concrete pad construction, installation of two 1,000-liter tanks and required piping, and chlorine-generating disinfection equipment. Perhaps the most crucial element was educating women, who traditionally are responsible for bringing water to their homes, about the disinfection process and equipment operation. (Read More)

Civil Infrastructure Business Sector – Halcrow Acquisition – 2011
In November, CH2M HILL acquired Halcrow, a prestigious UK-based engineering, planning, design, and management services firm, for approximately $272.6 million or about £124 million. The combination of the two firms helps CH2M HILL advance its leadership in water, environmental, transportation, and other markets. With the addition of Halcrow’s operations in Europe, the Middle East, Asia Pacific, and South America, CH2M HILL more than doubled its international presence to almost 30,000 employees globally, including more than 11,000 outside of the U.S. Halcrow reported revenues of £465 million ($1,022.2 million) in 2010.

Civil Infrastructure Business Sector – Transportation – Airports, Harbors, Ports – Panama Canal – 2011
The Panama Canal is a remarkable project. CH2M HILL is under a $5.25B contract to provide program management to the Panama Canal Authority (ACP). The expansion will include a set of locks substantially larger than the original canal; and the new locks will be longer, wider, and deeper. The project will use all the rock and earth, which they removed, in various ways in the new canal. They crush all rock onsite and produce all the concrete that will be needed. Industrial Business Sector – Energy – Alberta Oil Sands – 2011
CH2M HILL signed a significant master services agreement (MSA) with Statoil Canada Ltd. in support of its oil sands development in Alberta. Valued at nearly $1 billion (total installed cost), CH2M HILL’s MSA is for engineering, procurement, construction, and construction management services. The MSA includes projects in the current program, with additional future opportunities such as Project Corner, Statoil’s planned new steam-assisted gravity drainage field, valued roughly at an additional $1.2 billion in constructed value. After months of silence while it negotiated project issues with airlines and residents, the City of Philadelphia announced on June 4 that a team led by CH2M HILL Cos. will be program manager for a major expansion of Philadelphia International Airport. The estimated $6.4-billion capacity-enhancement program (CEP) would be the largest such aviation expansion in the U.S., says CH2M HILL. Chosen to lead the expansion is Global Program Partners, a joint venture in which Denver-based CH2M HILL has a 54 percent stake says Jhan Schmitz, CH2M HILL senior vice president and program director. He confirms that the team will be paid $25 million in the program’s first 4 years. CH2M HILL describes the planned program as one of the most complex in the U.S., with construction occurring amid normal airport operations. It is anticipated to take 12 to 15 years to complete. Federal Business Sector – Government Facilities – State of Minas Gerais, Brazil – 2012
In late 2012, CH2M HILL signed a contract with the State of Minas Gerais, Brazil, to develop an economic master plan for a 270-square-mile region surrounding the metropolitan area of the state’s rapidly expanding capital city, Belo Horizonte. The project team will deliver a broad range of services that relate to the region’s social and economic development. Brazil is looking for recommendations on how to modernize infrastructure in the region, rooted in the concepts of sustainable occupation and mobility. The firm had been pursuing the project for 3 years. One of our competitors was Halcrow. “We believe that this melding of our two firms, coincidental with the competition, helped us win the job,” said PM Alfred Voegels. As the XXXI Summer Olympiad officially begins in Brazil, the CH2M HILL/Odebrecht team has been appointed infrastructure integrator by the Organizing Committee for the RIO 2016™ Olympic and Paralympic Games. As infrastructure integrator, CH2M HILL/Odebrecht will monitor and report progress on more than 300 venue, engineering, and infrastructure projects for the Games. CH2M HILL’s successful delivery of the London 2012 Olympics and our partnership with Odebrecht were key factors in the team’s selection. Odebrecht, founded in Brazil in 1944, is a global leader in engineering, construction, chemicals, and petrochemicals businesses. CH2M HILL has landed a $600-million, 5-year sole-sourced contract with BP Exploration (Alaska), Inc. (BPXA). The contract, which includes two 2-year options, is to provide fluid hauling and wells support services for BPXA’s North Slope Operations. CH2M HILL – General – Halcrow Poised for Growth – 2013
The acquisition of multidisciplinary infrastructure and environmental consultancy Halcrow by U.S. giant CH2M HILL, completed in November 2011, has paved the way to the integration of two employee-owned firms with highly complementary businesses stretching across the globe. Structurally, Halcrow/CH2M HILL’s environmental consulting and wider environmental services are undertaken from within the environmental services business group (ESBG), one of eight business groups (BGs) within the parent group. The company’s operations are also segmented geographically into seven regions namely: North America, Europe, Asia, Australia/New Zealand, Latin America and Middle East, North Africa, and India.

Founded in Oregon, USA, in 1946, CH2M HILL has traditionally been centered on the North American market; but, as with many of its closest rivals, it has increasingly sought to promote its activities beyond the domestic market. To date, its international expansion efforts have been focused on Europe, Middle East, Asia Pacific, Australia, and India, with the acquisition of Halcrow representing a significant step towards this goal. According to its recently released financial results for 2012, CH2M HILL now derives 31 percent of its $6.2 billion group turnover from outside of the USA, up from 25 percent in 2011.

In terms of integration at a structural level, both companies have been fully integrated since January 1, 2013. A question mark remains over the future of the Halcrow brand. Currently, CH2M HILL and Halcrow are operating as two distinct brands. In some areas, where CH2M HILL dominates and the Halcrow brand is less established, the consolidation of the brands is likely to be quicker. Across the region, the Romanian oil and gas sector has always been a key market for Halcrow. For CH2M HILL, historic work for the U.S. Department of Defense and the U.S. Air Force and Army has made Germany and Italy core markets, in addition to its more recent activities in the petrochemical sector in Northern Europe. The synergies extend to the merged group’s technical capabilities, with CH2M HILL offering a strong contaminated land and turnkey site remediation offering, while Halcrow’s traditional strengths lie on the consulting side in environmental impact assessment (EIA), siting, and licensing, in addition to work in the ecology and natural resources sectors.

CH2M HILL posted a 10.9 percent rise in gross revenue to reach $6.2 billion for 2012, including a full year’s contribution from Halcrow. The Energy, Water, and Facilities (EWF) segment saw revenue rise 24.8 percent year-on-year, largely thanks to the contribution made by Halcrow operations and improved volumes in water-related projects in North America, UK, and Middle East. In contrast, the Government, Environmental, and Infrastructure (GEI) segment saw a 3.1 percent decline over the same period due to lower volumes in its nuclear markets, decreased funding levels for large Department of Energy projects, and reduced work in the Middle East. The decline was offset, however, by improved demand for environmental services from private sector clients both in the U.S. and internationally.

CH2M HILL – General – Jacque Hinman Named CEO; McIntire to Continue as Director – 2013
On September 16, the Board of Directors appointed Jacqueline Hinman CEO effective January 1, 2014. Jacque joined the firm in 1988. She has held many management positions during her tenure and has been a key executive in many of CH2M HILL’s highest profile projects, including the London 2012 Olympic and Paralympic Games construction program. She served as Chairman and CEO of Halcrow Companies after acquisition of the 6,000-person British-based firm in 2011.

CH2M HILL – General – CH2M HILL to Focus on UK Market – 2013
CH2M HILL’s new chief executive Jacque Hinman said last week that she would make the UK one of her top priorities when she takes over in January. Hinman said the UK had “led the way” on infrastructure investment. She has personal experience of this, having moved to the UK for 2 years from 2005 to spearhead CH2M HILL’s London 2012 delivery partner bid. In that time, she also worked on Crossrail and Thames Water’s Thames Tideway Tunnels projects. After securing the London 2012 job, Hinman moved to the Middle East to work on the Masdar project before heading back to the Americas to head the Panama Canal Expansion project. (Read More )

In 2013, the CH2M HILL Foundation re-launched with an updated mission and employee-directed governance structure, and introduced new programs, policies, and guiding principles. Safety – Water, Wastewater, and Water Resources – WBG Celebrates Health and Safety Milestone – 2013
Recently recognized by the National Safety Council, the WBG received the Occupational Award for accumulating 15 million consecutive work-hours, or the equivalent of 2.5 years, without an employee suffering a severe injury that resulted in time away from work. CH2M HILL made the 2013 America’s IDEAL™ Employers list for the first time, ranking No. 52 in the engineering industry category. This list, published by the employer brand research firm Universum Global, surveyed nearly 66,000 undergraduate students from 213 universities and conducted 219,194 employer evaluations. With the list representing 5 different industries and a total of 500 companies, the firm was among only 100 engineering companies to be recognized.

International Division President Jacque Hinman accepted a top news maker award in May on behalf of our London 2012 client, Sir John Armitt, Chairman of the Olympic Delivery Authority (ODA) at the ENR Award of Excellence gala event.

Jacque offered, “While it is true that it was a team effort with 1,600 contractors and about 25,000 people contributing to the engineering and construction aspects of the Olympics, none of it would have happened without a strong client, the Olympic Delivery Authority, and its exceptional chairman, Sir John Armitt.”

Civil Infrastructure Business Sector – Acquisitions – CH2M HILL Plans Major Push into UK Water Sector – 2013
CH2M HILL plans to capitalize on Halcrow engineering expertise to push into the United Kingdom (UK) by recruiting 170 engineers into its 600-strong UK-based water operation this year, the New Civil Engineer (NCE) revealed. The recruitment drive is to accompany CH2M HILL’s first aggressive move in the UK market since buying Halcrow in 2011. It is targeting the water sector, as utility companies this year begin engaging with the supply chain ahead of the next £20bn plus, 5-year spending cycle that begins in 2015.

To capitalize fully, CH2M HILL needs to boost numbers of skilled engineers. “We need a strong focus on people, and it is where we felt we need to put the investment,” said CH2M HILL water sector European Water Managing Director, Helen Samuels. She added that the focus will be on graduate recruitment. “We will be recruiting at least 5 percent of our water population every year as graduates or technicians, and it could be more than that,” she said. But initially, numbers will be boosted by bringing in more experienced engineers. “I have 40 open vacancies right now; and, in terms of overall numbers, I am looking at 170 new recruits over the year.” (Read More)

Civil Infrastructure Business Sector – Transportation – Highways, Overpasses, and Bridges – CH2M HILL to Review Washington Bridge Projects – 2013
A review is to be carried out for the decision-making processes for the State Route 520 and Columbia River Crossing bridge projects in the U.S. state of Washington. The review will also cover the scheme to replace the Alaskan Way Viaduct with a tunnel. State transportation secretary Lynn Peterson has announced a comprehensive program assessment for the three major projects. The assessment will review the process used for key project decisions and how those decisions are documented to ensure the best accountability and project-delivery practices.

Ron Paananen, CH2M HILL program manager and former WSDOT administrator and project director, will lead the assessment of the Alaskan Way Viaduct replacement, the State Route 520 Bridge replacement including the high-occupancy vehicle program, and the Interstate 5 Columbia River Crossing. The U.S. Navy announced that CH2M HILL and three other firms were awarded the Navy Global Contingency Construction contract, which provides the Navy with global design-build capacity in response to natural disasters, humanitarian assistance, conflict, or projects with similar characteristics.

The contract allows the Navy, on behalf of the Department of Defense and other federal agencies, an immediate response for construction services including airfields and runways, electric power and distribution, communications, water and wastewater treatment, roads, bridges, railroads, medical clinics, pier and waterfront facilities, and environmental restoration. Less than a month after Jacqueline Hinman took up her new role as president and CEO of CH2M HILL, one of Colorado’s biggest companies, she is making changes at the global engineering and construction firm. Lee McIntire will retire as chairman at the September Board meeting. McIntire, who joined the firm in 2006 as president and COO, was chief executive from 2009 through 2013 and has been chairman since 2010. On McIntire’s watch, the firm grew from 15,000 employees and $3 billion in annual revenue to 26,000 employees and $6 billion in revenue. The firm has managed significant projects around the world, including construction of venues for the London 2012 Olympics and Paralympic Games, the ongoing expansion of the Panama Canal, the Mumbai airport in India, and the Emirates Nuclear Energy program.

For the 3- and 9-month periods ending September 30, 2014, CH2M HILL expects to report a decrease in revenues and net income compared to the same periods in the prior year.  Total revenues are expected to decrease by slightly less than 10 percent primarily due to decreases in our Energy market that occurred after the quarter ended September 30, 2013, as a result of the completion of three domestic design-build power plant projects and several Canadian construction projects that are primarily gas processing and pipeline projects.  Our Facilities and Urban Environments market also experienced a decrease in revenues caused by lower demand for new projects in the electronics and manufacturing industries in our domestic regions and a decline in Middle Eastern planning support services for U.S. armed forces.  Revenues from our remaining markets have increased slightly and partially offset the decreases in the Energy and Facilities and Urban Environments markets.

For the 3- and 9-month periods ending September 30, 2014, CH2M HILL expects to report a net loss for both periods in excess of $125.0 million.  This is substantially lower than the net income reported for the corresponding periods in 2013.  In addition to the impact that lower revenue volumes had on our earnings during 2014, the 2014 net loss was also impacted by significant project losses recorded during the 3- and 9-month periods ending September 30, 2014. This announcement contained a statement that indicated, if the aggregate number of shares of Common Stock offered for sale in the Market was greater than the aggregate number of shares of Common Stock sought to be purchased by authorized buyers, offers to sell would be treated in the following manner:

  • If enough orders to buy were received to purchase all the shares of Common Stock offered by each seller selling fewer than 500 shares and at least 500 shares from each seller, then all sell orders would be accepted up to the first 500 shares and the portion of any sell orders exceeding 500 shares would be accepted on a pro-rata basis.

For the September 26, 2014, internal market trade, CH2M HILL allocated approximately $10.7 million of funds in addition to the aggregate funds available from stock buyers on the trade date to assist in clearing the market. As a result, the aggregate funds available for the September 26, 2014, internal market trade will enable each seller to sell – in total across directly-held shares and 401(k) plan or shares either in the Halcrow Shared Incentive Plan (SIP) or the U.S. Deferred Compensation Plan (DCP) – up to 489 shares of our stock.

The Board’s decision to prorate this market trade is a prudent measure in the context of the company’s current financial situation. Other important changes included:

  • Going forward, stockholders will be able to retain their direct shares of CH2M HILL stock after leaving the company, just as they always have in the 401(k) plan and the DCP.
  • The matching contribution provided to U.S. employees as part of the 401(k) retirement plan in the form of CH2M HILL stock will continue; but effective October 31, 2014, the 401(k) fund options will no longer include CH2M HILL stock as an option for investment. (Read More)

On Monday, April 7, in Paris, the Global Water Awards winners were announced during the annual ceremony hosted by the International Desalination Association and Global Water Intelligence. Two CH2M HILL projects were presented awards by Her Excellency Ellen Johnson Sirleaf, the president of Liberia and Nobel Laureate. The yearly awards recognize outstanding achievements within the international water industry.

The CH2M HILL projects that received awards this year include:

  • Taboada Wastewater Treatment Plant:  Taboada was named the Wastewater Project of the Year. The plant, located in Callao, Peru, is the largest water treatment facility in South America, with a maximum capacity of 1.8 million m3/d.
  • Bahrain Petroleum Company’s (BAPCO) Wastewater Treatment Plant: BAPCO received an Award of Distinction for the Industrial Project of the Year for its $120 million wastewater treatment facility, which treats 24,000 m3/d of secondary wastewater at the BAPCO refinery in Sitra, Bahrain. The four-stage MBR process treats water to industrial reuse standards – meeting stringent nitrogen and phosphorous discharge limits. (Read More)

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Spokane Water Reclamation Facility – 2014
On March 11, the City of Spokane selected CH2M HILL for the design and construction management of a world-class tertiary membrane filtration project at the Riverside Park Water Reclamation Facility (RPWRF). The new facility is targeting removal of phosphorus to the lowest levels in North America. The estimated constructed cost is $80 to $100 million; this upgrade will be the largest single project at the Riverside plant since the 1970s and will contribute to a significantly cleaner Spokane River.

In 2013, CH2M HILL also helped the City determine how to most effectively incorporate the membrane technology into the RPWRF, concluding that 50 mgd of membranes and a fifth primary clarifier provide the lowest life-cycle cost alternative and lowest cost per pound of pollutant removed, saving the City $21 million, with a net environmental benefit for the Spokane River. In parallel, with our help, the City developed an innovative Integrated Clean Water Plan focused on evaluating the relationships between the collection system and the RPWRF to develop a capital plan that maximizes pollutant reduction and minimizes cost. Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Sitka’s Largest Public Works Project – 2014
Our Water team in Sitka, Alaska, is contributing to the largest public works project in Sitka’s history. Sitka, located on the west side of Baranof Island in the southeast panhandle Alaska, receives nearly three times more rain that Seattle – supplying enough water to operate two hydroelectric power plants. The power plants provide 100 percent of the city’s required electricity; however, with rising oil prices and significant growth over the past several years, Sitka has been relying more heavily on electric heat.

While the dam powerhouse work is being conducted, the city’s water supply will be offline for approximately 2 months. Our Seattle- and Anchorage-based design team designed a temporary filtration plant to be installed at a different water source on the island to ensure the community has a safe and reliable drinking water supply during the outage. The temporary filtration system will employ four mobile microfiltration membrane trailers, which provide water to six 19,000-gallon chlorine contact tanks. (Read More)

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Miami-Dade County Major Wastewater Win – 2014
A 100-millon-gallons-per-day membrane bioreactor treatment plant, estimated at $1 billion, is the centerpiece of Miami-Dade County’s $3.3-billion project to halt wastewater discharge into the Atlantic Ocean. As program manager, the firm will oversee design, procurement, construction, and commissioning for 28 projects. When completed, the plant will be among the largest of its type in the world. In 2008, Florida enacted its Ocean Outfall program, which aims to protect reefs by halting ocean wastewater discharges by 2025. CH2M HILL says the first major contracts could break ground in 2019.

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – London TEAM 2100 Win – 2014
In November, the United Kingdom’s Environment Agency awarded CH2M HILL the contract for the Thames Estuary Asset Management Programme or TEAM 2100. This major tidal flood defence programme, valued at £300 million, represents the first 10 years of a 100-year programme developed by the Environment Agency to protect London and the Thames estuary from current and future tidal flooding through to 2100. The contract involves the planning, programming, optimization and delivery of investigation, design, capital maintenance, refurbishment, and replacement works on the existing tidal flood defence assets along the entire 170-km length of the Thames estuary. The tidal defence system protects 1.25 million people and £200 billion worth of property. (Read More)

Civil Infrastructure Business Sector – Design-Build-Operate – City of Wilsonville Wastewater Treatment – 2014
The City of Wilsonville, Oregon, celebrated completion of its new WWTP on April 24. The $42-million Design-Build-Operation (DBO) project, awarded to CH2M HILL in May 2011, was completed ahead of schedule and under budget. Wilsonville’s wastewater treatment plant was rebuilt, upgraded, and expanded to include modern wastewater treatment technology, a new odor system, and increased capacity from 2.5 to 4 million gallons per day (mgd), with future expansion capabilities to 7 mgd. The upgrade and expansion included two new structures, including a dewatering and drying building, as well as a head works building to produce Class A biosolids for land application and fertilizer.

The original facility was built in the 1970s and has undergone upgrades over the years to accommodate the city’s population growth and maintain aging equipment. CH2M HILL took over the plant’s operations in September 2011, during the construction phase, and will continue to operate the plant for the next 20 years to ensure clean water to improve the quality of effluent discharged to the Willamette River. Civil Infrastructure Business Sector – Operations and Maintenance – Fayetteville, Arkansas – 2014
The Fayetteville, Arkansas, city council has unanimously approved a 5-year renewal of its contract with CH2M HILL for operations, maintenance, and management of the city’s wastewater facilities, extending the public-private partnership through Dec. 31, 2019. The city also expanded the contract scope to include engineering services.

CH2M HILL has managed the city’s wastewater facilities since 1987. Work currently includes two wastewater treatment plants with a combined capacity of 21.2 million gallons per day, a biosolids management site, 38 wastewater lift stations, a state-approved industrial pretreatment program, an environmental laboratory, a hay harvesting and marketing operation, and a wetland mitigation site. CH2M HILL also originally designed and managed construction of the Paul R. Noland wastewater treatment plant. (Read More)

Civil Infrastructure Business Sector – Transportation, Water Secure Important Win with Seminole County, Florida – 2014
Working together, the Transportation and Water Business Groups secured a significant win with Seminole County, Florida, as program manager for the public works (water and transportation projects) portion of its 1-cent sales tax infrastructure program. Seminole County awarded the program, valued at $353 million, to CH2M HILL unanimously, in October after voters approved the 1-cent sales tax increase during a special election in May 2014. Getting the funding passed required a full-team effort. For 8 years, we have worked hard to establish our roots in Seminole County. Our employees volunteered more than 1,000 hours to build our brand in Seminole County and position ourselves for this program.

The general engineering services contract covers program management, planning support, design support, grant funding support, infrastructure sales tax support, and miscellaneous support. The infrastructure tax revenue, which is effective for 10 years beginning Jan. 1, 2015, will fund several projects for the County, several municipalities in the County, and the School Board of Seminole County. Projects include stormwater systems, roads and transportation facilities, bicycle and pedestrian trails, and educational facilities. While tax increases are typically unpopular, CH2M HILL helped Seminole County voters see that the extra funds would differentiate the County and improve the quality of life for residents by growing the economy. Civil Infrastructure Business Sector – Transportation – Highways, Overpasses, Bridges, and Railroads – Australia’s Largest Passenger Train Fleet – 2014
With help from CH2M HILL, the 78th and final Waratah train achieved practical completion and entered passenger service on 29 May, headed for the tracks of the Sydney suburban rail network in Australia the next day. The Waratah project started in 2004 with the launch of a public-private partnership (P3) project by the New South Wales state government to procure new trains that would replace the last non-air-conditioned vehicles in the Sydney fleet.

CH2M HILL was engaged from almost the start of the project and helped to prepare the tender documents, evaluate the tenders received, review the designs, and monitor manufacturing and construction not only of the 626 new air-conditioned cars (78 eight-car train sets, plus two spare driving cars), but also crew training simulators and a new train maintenance facility at Auburn in Sydney’s western suburbs. The trains were built in Changchun, Jilin Province, China; and CH2M HILL brought together a team of engineers and other specialists there to monitor and witness all stages of manufacturing and testing before the trains were shipped to Australia. In April, the firm announced that from now on it will use CH2M as its corporate brand name. “Through the years, CH2M has evolved from a regional engineering and consulting firm associated with first-of-a-kind projects to a global leader associated with some of the largest, best-known infrastructure programs for public and private clients,” said Chairman and CEO Jacqui Hinman. With the new (old) name comes a new logo.

In October, the firm announced it will be creating 800 new jobs through the opening of its new Global Production and Shared Service Centre in Krakow. CH2M has been operating in Poland for nearly 20 years and employs over 300 people across its transportation, water, and industrial & advanced technology business groups. This will be CH2M’s largest center in the world, making CH2M the largest engineering company in Poland and that part of Europe, and growing the business to over 1,100 employees in Krakow. The new jobs will be created across CH2M’s engineering divisions and provide accounting, finance, IT, HR, and procurement support to global operations.

CH2M is currently working on some of Poland’s most iconic infrastructure projects including the expansion of Gdansk Deep Water Container Port. (Read More)

Business Insider, a U.S.-based business and technology news website, named CH2M #25 on its list. Recently named for the seventh consecutive year as one of the World’s Most Ethical Companies by the Ethisphere Institute, this is also the second time CH2M has been named to Business Insider’s 50 Best list (previously in 2013).

This prestigious ranking was developed by Business Insider, teamed up with the employer-information website PayScale, to find U.S. companies that stand out in pay, happiness, and other criteria. The ranking was also based on surveys of employees from the 2014 Fortune 500 list of the largest companies in the U.S. To create this list, companies in the 2014 Fortune 500 list were ranked using PayScale’s salary and survey database. Final scores were determined by multiplying six criteria: high job satisfaction, low job stress, ability to telecommute, high job meaning, experienced median pay, and salary data. (Read More)

CH2M – Financial – Apollo to Buy Minority Stake – 2015
In Mid-May, Apollo Global Management (APO) agreed to buy a minority stake in CH2M HILL Inc., a deal that values the global engineering services company at roughly $2 billion. The New York private-equity firm will spend $300 million on a preferred equity stake in CH2M. Apollo, which typically doesn’t make minority investments, will get two seats on CH2M’s Board of Directors as well as annual dividends in the form of additional shares as part of the deal.

“Given the enormous infrastructure needs around the globe, be it transportation, water, energy, or the environment, we see now as the time to grow,” said Gary McArthur, CH2M Chief Financial Officer. Apollo’s investment will be used to fund the company’s growth, both organically and by acquisition, as well as to pay down debt,” McArthur said. “An initial public offering of the company could occur in the next few years, though one isn’t currently planned.” (Read More)

CH2M – Financial – Ownership Program Challenges and At-Risk Project Issues – 2015
The year 2015 marked the second year CH2M ownership and at-risk projects were widely discussed from a financial point of view. Sound bites included:

  • Out of the 60 quarters of the current stock program (the last 15 years), there have been more sellers than buyers in 59 of those quarters.
  • A majority of the stock is/has been held in 401(k’s). This presents a more immediate challenge. CH2M must legally purchase all 401(k) stock offered for sale by those with at least 10 years of service who are at a minimum age of 65 or 70 years old.
  • 70 percent of the current stockholders were over the age of 50. This was expected to continue for a while.
  • 2/3 of the stock has been acquired through incentive programs like bonuses and 1/3 has been purchased by employees.
  • Corporate estimated that 1/2 of the current shares would be redeemed in the next 5 years.
  • Younger employees could not afford to buy the stock and would likely not do so in the future even though the stock had seen a past appreciation of 650 percent.
  • Retirees cannot legally be given any preferential treatment in stock selling. Therefore, all potential sellers must be treated equally, hence maximum allowed sales each quarter.
  • With the recent stock price increase, some confidence has been regained, and Corporate sees a reduction in the amount of desired selling. Limitations begin in 2014 and will still be in place for the balance of 2015.
  • In the next 3 to 5 years, the CH2M Ownership Program will have to change. The issuance of preferred stock to a single entity will help but will not have a significant impact. There are a number of options available (merger with others, being bought-out by others, IPO’s etc.) that will develop. The Firm must first regain good financial health and be “attractive” to others.
  • At-risk construction will be avoided with the exception of certain highly scrutinized/selected “progressive” DB/DBO projects that the WBG is engaged in.

As an example, in the first quarter of 2015, management recommended and the CH2M Board of Directors decided to limit investment to approximately US$5.0 million of corporate cash to the funds available from stock buyers to contribute to clearing the market on the March 24 trade date.

As a result, the aggregate funds available to purchase stock will enable each seller to sell (in total, across directly-held shares and 401(k) plan or SIP shares) an estimated 273 shares of CH2M stock (compared to 230 shares last quarter. For those who placed an order or combination of direct and 401(k) or other plan orders to sell up to the estimated 273 shares, 100 percent of the orders will be fulfilled. For those who placed an order to sell more than the estimated 273 shares, their orders will be fulfilled up to the estimated 273 shares; and the unsold shares will remain in their respective accounts and will be available for them to hold or place a sell request in any subsequent quarterly trade.

CH2M – Project Delivery – New USAID $600M Contract – 2015
With a mission to end extreme global poverty and enable resilient, democratic societies to realize their potential, USAID administers the U.S. foreign assistance program in more than 100 countries worldwide. On projects around the world, CH2M since the 1980’s has partnered with USAID to improve regional infrastructure development, and improve local access to clean water, health, and sanitation services.

The A&E II IDIQ contract has a US $600-million ceiling focusing on water (water resources, supply, and wastewater); environmental; energy; transportation; vertical structures; and telecom services in developing countries to improve overall quality of life. As part of the A&E II IDIQ contract, CH2M’s A-E services will include the engineering design, construction supervision, capacity building and training, and related services to support USAID’s mission of promoting sustainable development globally. Safety – Water, Wastewater, and Water Resources – 2015
In recognition of achieving a remarkable safety milestone – 5 million work hours without a recordable incident – the WBG received the CEO Target Zero Award, presented to Greg McIntire, WBG president, and Denny Southam, WBG Health, Safety & Environment lead, at the August 4 Management Committee meeting in Denver. To put this achievement into perspective, one employee working an average of 2,000 hours per year would have to work 2,500 years to reach 5 million work hours! This is a significant milestone not only for the WBG, but also for the entire company, as Target Zero safety performance is modeled across business groups and projects. This achievement also demonstrates CH2M’s continued commitment as an industry leader that cares for our clients, our colleagues, and our communities. (Read More)

People – Awards – Ed Sloan Receives Oregon Stater Engineering Award – 2015
Ed Sloan is the most recent CH2M member to receive the Oregon Stater Engineering Award. On February 27, Scott Ashford, Dean of Engineering and former SFO employee, inducted Ed into the Oregon State University College of Engineering Academy of Distinguished Engineers. Ed joins CH2Mers William Byers and Mark Lasswell (1999), Gary Nuss (2000), Randall Smith (2005), and Jo Danko (2005). The award honors outstanding alumni and friends for their contributions to the engineering profession and to OSU. The Stockholm International Water Institute (SIWI) selected CH2M as the recipient of the 2015 Stockholm Industry Water Award (SIWA) – a prestigious award that honors outstanding and transformative water achievements by companies that contribute to sustainable water management.

The SIWA was established in 2000 to stimulate and celebrate outstanding and transformative water achievements by companies in improving production, managing risks, finding solutions, and contributing to wise water management. Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources Design-Build – Houston Northeast Water Purification Plant – 2015
CH2M was selected by the City of Houston as the design-build firm for the $1.2-billion Northeast Water Purification Plant Expansion Project.

This progressive design-build project is the largest of its kind in the nation and will be delivered over the next 9 years by the Houston Waterworks Team (HWT). HWT is a joint venture of CH2M and CDM Smith, specially formed to win and deliver this important regional water supply project for the City of Houston and more than six regional water authority stakeholders.

Our team will expand the City of Houston’s existing Northeast Water Purification Plant from 80 mgd to 400 mgd through two construction phases, leverage over 30 percent participation of local small and minority subconsultants and secure a sustainable water supply for Greater Houston and surrounding area for the next 15 years.

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – CH2M Wins USAID Water and Development Contract – 2015
The Natural Resources Consulting Engineers, Inc. (NRCE) and CH2M will provide engineering and technical support services to the U.S. Agency for International Development’s (USAID) missions, bureaus, and offices worldwide in implementation of the agency’s water and development strategy. This is a multiple-award indefinite delivery indefinite quantity (IDIQ) contract, with a ceiling of $1 billion, over a 5-year period of performance.

Under this Water and Development IDIQ (WADI) contract, NRCE and major subcontractor CH2M, along with a team of partners including Deloitte Consulting, Futures/GRM Group, IMPAQ International, JE Austin, IDEO, NEWDEA and Panagora Group, will provide services in water programming to improve health through the sustainable delivery of water, sanitation, and hygiene, as well as advance water resource management in agriculture for enhanced food security. The team will help USAID prioritize and implement water solutions to protect public health and increase stainable development. (Read More)

In January, a heroic effort by our combined WBG and OM combined services to land a $40-million contract to manage Pembroke Pines water and wastewater utilities over the next 5-1/2 years. Work in Pembroke Pines will begin in May. With limited time to mobilize, the team worked relentlessly to procure equipment, hire staff, and prepare to transition the operations of Pembroke’s water and wastewater treatment plants, collection and distribution systems, as well as billing and customer service functions over to CH2M. Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Metro Vancouver Makes The Most Of Knowledge and Data – 2015
After the successful launch of Metro Vancouver’s Seymour Capilano Water Filtration Plant, the utility wanted to continue development and implementation of the hands-on type of knowledge transfer and technical training, which had begun with this facility and expand it to the rest of the utility. With new technology, increasing complexity in operations and maintenance, heightened regulations, and rapid staff demographic changes, Metro Vancouver wanted a focused program to capture the institutional knowledge of its senior staff and ensure ongoing technical competency and facility operations across all departments. A cross-functional team of water engineers, operators, and learning design experts helped the utility create asset-management, training, and procedural tools to capture critical knowledge from subject matter experts before they retire, broaden, and enhance existing and new staff knowledge, and help assure long-term efficiency and compliance. Civil Infrastructure Business Sector – Transportation – Railroads – London’s Crossrail – 2015
Set to open in 2018, the Crossrail expansion of London’s rail network is the largest civil engineering project in Europe. Once complete, 56 kilometers (35 miles) of new tunnels, stations, and interchanges will connect the outer suburbs to the city center and Heathrow Airport, nearly 40 meters (131 feet) below the city. It is a huge feat of engineering with a budget of more than $20 billion. CH2M has worked on more than 20 projects involving Crossrail, including program management. (Read More)

Federal (Government, Environment, and Nuclear [GEN]) Business Sector – Dubai Trade Centre – 2015
A consortium led by the two firms will undertake the construction of the Dubai Trade Centre Jebel Ali development. A consortium led by US-based CH2M and UK-based Mace has won the tender to build the Dubai Trade Centre Jebel Ali development, the master district that will also host Expo 2020 Dubai. As per the contract, the firms will provide full-service consultancy, real estate program management, design, construction, and operations management for the end-to-end development and delivery of Dubai Trade Centre Jebel Ali and the Expo 2020 Dubai site. The host venue for the event, stretching from Dubai Trade Centre to Jebel Ali, is a 438-hectare site that includes a dedicated gated 150-hectare Expo area and a surrounding residential, hospitality, and logistics zone.

Industrial Business Sector – Energy – Potential Sale of VECO – 2015
The CH2M leadership team announced in November 2014 that it had made the decision to explore strategic alternatives for a portion of our oil, gas, and chemicals business, specifically in the Alaska and Sakhalin Island, Russia, markets.

With about 2,400 employees, this business unit is a leading provider of safe, high-quality integrated oilfield support services, including oilfield operations and maintenance services, construction, and other related services. With a significant portfolio of specialized vehicles and equipment, the business unit provides mission-critical support services to its major energy clients, with particular expertise operating in harsh and demanding climates. As a company, CH2M intends to further develop our differentiated professional service offerings, though not on capital intensive businesses. (Read More)

Industrial Business Sector – Energy – CH2M Cancels Plan to Sell Alaska Operations – 2015
During a steep decline in world oil prices, CH2M has scrapped plans to look for a buyer of its oil-field services operation in Alaska and on Sakhalin Island in Russia. The preliminary offers that CH2M has received do not adequately reflect the company’s assessment of the inherent value of the business. Therefore, in the long-term best interests of our employees, clients, and stockholders, CH2M has decided to discontinue the divestiture process. (Read More)

Early in 2016, Chairman and CEO Jacque Hinman sent the following message to CH2M and CH2M HILL alumni. In part, this message made the following points:

  • “Understanding that this is of deep, personal interest to you, I’ll provide the same background shared in our financial filings and employee communications. To address liquidity constraints given our shareholder-employee demographics and capital requirements to support growth, the Board took formal action early this year to explore alternatives to our current ownership model. Approximately 80 percent of our stockholders have reached age 50 or greater, while 48 percent are 60 or older. So, while the demographics make clear that capital demands for share buybacks will continue to rise, we also need to ensure we have sufficient cash to fund the company’s future growth investments.”
  • “The challenge we face is not unusual; employee-owned firms typically evolve their capital structures over time, particularly as they grow and appreciate in value. CH2M – General – Financial Strength – The Winds of Change – 2016
The winds of change were blowing for all stockholders of CH2M. In May, the Board approved an action to formally explore new ownership options:

  • INDEPENTENTLY GO PUBLIC (via an Initial Public Offering (IPO))
  • COMBINATION OF EQUALS (e.g., a merger and to public)
  • SELL (either to a bigger acquirer in our industry, or to private ownership)

Two months before this Board action, CEO Jacque Hinman announced that the firm was restructuring to four business groups to further support the firm’s drive for growth and profitability, as well as to eliminate internal barriers, making CH2M nimbler and client-focused. Part of the restructuring included moving Urban Environments & Sports (UES) into the Water Business Group (WBG) and Tunnel & Earth (TEE) into the Transportation Business Group (TBG).

At the end of 2016, CEO Jacque Hinman in her annual message to fellow stockholders stated, “We moved boldly, making a well-timed leap ahead of the upturn.” This message, in part, made the following points:

  • “Throughout the past year, we moved to further differentiate CH2M so we are 
best-positioned as a trusted partner to the clients we serve around the world to win and deliver their projects with distinction.”
  • “In 2016, we conducted a thoughtful, outside-in analysis to determine how we could operate and compete more effectively. We started first and foremost with our unwavering commitment to protect the health and safety of all stakeholders. As a part of our analysis, we reinforced our industry-leading position in sustainability and corporate citizenship.”
  • “As one of the first firms in our sector to publish a sustainability report about our internal performance, our most significant achievements stem from the work we deliver for our clients. In 2016, CH2M became the first professional services firm ever to be honored with the World Environment Center Gold Medal Award for global leadership influencing and delivering progressive environmental, social, and economic outcomes.”
  • “In our competitive assessment, we noted that, like our peers, we weathered difficult economic conditions last year, driven largely by the prolonged effects of depressed oil and gas markets and uncertainty that constrained capital investment. In 2016, we also dealt with additional challenges that pressured our financial performance, including onerous costs from the same two, fixed-price projects that have burdened our performance in recent years.”
  • “Executing our strategy required that we were mindful of our 2016 performance as well as the near-term outlook for our industry. The challenges we encountered last year not only inspired us to elevate our best for our clients and stakeholders, but also prompted us to raise the bar competitively by accelerating the transformation we started in 2015. As I described in my letter to you last year, we had initiated strategic changes to bolster our market position and performance. These included refining our business portfolio to focus on repeat business with loyal clients and establishing client-centric sales, account 
management, and operations to serve those clients with greater distinction and across a broader set of their needs, while also increasing our efficiency through shared services for administrative functions.”
  • “Our 2016 competitive analysis confirmed that our client-centric approach was working to accelerate sales, create a stronger opportunity pipeline, and drive higher margins.”
  • “We did this in a matter of months, now operating in a way that hasn’t otherwise been mastered in our industry. We’re unlocking productivity and greater growth potential in deeper client relationships, harnessing our full capacity of innovation and technical excellence, while providing our people with greater career opportunities. And already, we’re realizing significant efficiencies to improve profitability, as evidenced by our reduction in selling, general and administrative expenses in the fourth quarter of 2016, which overall resulted in a 73-percent improvement in operating income from the prior year.”
  • “Our full-year 2016 revenue remained essentially flat year-over-year, at $5.24 billion. We earned a disappointing $15 million in net income, or $0.03 per diluted share. These results do not reflect CH2M’s potential, and they mask positive progress we achieved in managing our core business. During 2016, we incurred $275 million in charges reflecting increased estimates in the costs to complete two design-build, fixed-price contracts signed years ago. One entails a tollway expansion project in Texas, and the other is an engineer-procure-construct (EPC) power plant project in Australia, in a business we’ve discontinued. Charges for both projects not only negated operating income during the year, but also overshadowed organic revenue growth in our nonconstruction business. As a result, they offset real improvements we made driving profitable, organic growth momentum in our core business.”
  • “We’re getting both of these projects behind us. In January 2017, the consortium of companies of which we are a member delivering the EPC power plant project in Australia terminated the contract based on the client’s repudiation, or refusal, to fulfill its obligations and administer the contract reasonably and in good faith. The client was a contractor and not a long-term, key client. In light of the contract’s termination, we expect a prolonged, multi-year arbitration to follow. But since the contract has been terminated, we no longer have to contend with risks of unanticipated project cost increases in completion estimates. Additionally, as the Texas tollway expansion project approaches completion this year, our cost risk exposure will wind down. We’re looking forward to getting the project behind us.”
  • “As disappointing as those projects have been for us financially, we remain well on track to generate an annual savings of approximately $100 million in operating costs from our more efficient, client-centric operating model. And judging by the momentum in our sales pipeline and trajectory of wins in recent months, we believe we are gaining the growth advantage we hoped to achieve. We’re seeing a pickup in our core business with key clients who accounted for 70 percent of the new contracts we won in 2016. Our top 100 clients presented growth opportunities in new contract awards, while also contributing to our strong and growing pipeline of sales opportunities for 2017 and beyond.”
  • “Our management team and the CH2M Board of Directors continue to evaluate the best way to affect a new ownership structure for CH2M to gain access to capital so we can invest in the firm’s growth and ensure liquidity for our stockholders. Keep in mind that as owners of CH2M stock, we all will have the opportunity to vote on any such proposed change. While the Board is actively assessing our industry and the status of capital markets, we have not yet taken any definitive actions. Several options remain available to take the firm forward: an initial public offering (IPO) of stock, a merger, or an outright sale of the company. Each of these options has the potential to provide shareholders with liquidity while advancing the capability of the company to invest in the future.”
  • “As of this writing, we have more than $60 billion of gross revenue in identified 
pursuits in our pipeline of sales opportunities. And at the end of the fourth quarter 2016, we had $8.31 billion in revenue in backlog and stronger gross margin in backlog than we’ve seen in the past several years, to drive attractive, organic growth.” (Chairman and CEO Message)

In 2015, CH2M Foundation made a $120,000 grant to Bridges to Prosperity to cover costs of two 2016 builds. In mid-February, a community of 8,000 people in Butare, Rwanda, gained safe access to school, markets, and healthcare when Bridges to Prosperity (B2P) and the CH2M Foundation joined forces. Their mission was to build a 97-meter suspended bridge in 12 days – they did it in 10 – and involve the community for ownership and technology transfer. The impact? Now 2,000 kids can get to school; communities are connected; 720 farmers and 80 small businesses can get to markets; and the community can access three health clinics. (CH2M Foundation Bridge)

CH2M – Success in Krakow – Poland Global Design Production Center (GDPC) – 2016
In 2016, the Poland GDPC swiftly became CH2M’s largest and most utilized design center.  Since the start, they have shared many noteworthy accolades and wins. GDPC successfully delivered 400,000 client hours of engineering and design work, working on more than 400 projects around the world serving all of our business lines. The number of offices served from Poland has grown rapidly in the last year, with offices such as Houston, Sydney, and Calgary executing projects with the GDPC for the first time.

In terms of growth, the GDPC staff population nearly tripled in size in 2016 and now constitutes a team of over 450 architects, engineers, and designers, including the integration of the established team from Warsaw. A growing number of staff, specific project demands, and workplace and client security standards required moving to a larger office. In the fall of 2016, the Krakow team moved from five temporary offices to the new CH2M Center in Krakow. Located near the city center, with a stunning view of the Vistula River and the Royal Wawel Castle, the office holds more than 900 colleagues from both GDPC and Global Shared Services Center, and has the capacity to add up to 1,300 team members.

To expand the CH2M global design centers network, in 2017 the GDPC is expected to integrate the India design team into the GDPC organization as a second location for a GDPC in the enterprise. (Success in Krakow)

CH2M Top Trenchless Design Firm – 2016
For the second consecutive year, CH2M earned the top spot-on Trenchless Technology’s Top 50 Trenchless Engineering Design Firms list. The firm has topped the list in 6 of the last 7 years. CH2M reported more than $164 million in trenchless projects over the last fiscal year.

CH2M Program Management – Denver National Western Center – 2016
CH2M was selected by the City and County of Denver Mayor’s Office of the National Western Center as the program manager for the National Western Center (NWC) campus development. With 250 acres of redeveloped land, the NWC will support Denver’s global standing as a world-class hub for agriculture and innovation while bolstering a variety of opportunities through the involvement of its founding partners including the City and County of Denver, Western Stock Show Association, Colorado State University, the Denver Museum of Nature & Science, and History Colorado.

As program manager, CH2M will deliver the ambitious goals set by the NWC Master Plan including full rehabilitation of the site and creating a new series of green and healthy spaces that will help to launch a new era for the National Western complex, Denver Coliseum, and the adjoining neighborhoods. The NWC Master Plan sets the stage for developing a Colorado asset dedicated to addressing the global challenges of food, water, energy, and the environment, representing partnerships between the public and private sectors and blurring the line between entertainment, competition, education, and industry. CH2M – General – 3D Virtual Reality Tools for Global Project Designs – 2016
Recently, CH2M was presented with a challenge from a strategic global client: “Show us something completely new and innovative in engineering design and delivery.” In response, CH2M has developed a highly effective approach for leveraging affordable and readily available virtual reality (VR) viewers and the latest VR hardware as it hits the market. As part of this approach, the firm created a CH2M VR Design Review Kit, a fully-contained design review tool that allows clients to participate in collaborative, multi-user reviews to envision project developments CH2M can deliver. These kits are contained in a fitted hard case that holds smartphones, VR headsets, and Bluetooth controllers.

CH2M’s innovative use of VR technology has markedly reduced the cost and duration of design review cycles, which can now economically take place every few days versus a period of months. In only a few hours, the CH2M approach can prepare a 3D VR model to view on smartphones and computers. People – CH2M HILL – Remembering Harlan Moyer – 2016
“Good, capable people have made this organization what it is. We don’t sell any widgets; we sell brains. And we do a good job of it.” What an inspiring quote from one of our profound former leaders, Harlan E. Moyer, who passed away peacefully in his sleep on February 15. He was 89 years old.

Harlan served as CH2M HILL’s President and Chief Executive Officer from 1978 to 1991 – becoming the first CH2M HILL chief executive to succeed our founding leaders Jim Howland, Holly Cornell, and Clair Hill. During Harlan’s tenure as CEO, the firm grew from 1,400 to 6,000 employees, while increasing revenue ten-fold, to $600 million. (Remembering Harlan Moyer)

People – Awards – Lozier Named Water Quality Person of the Year – 2016
Jim Lozier/PHX received quite an honor during this year’s American Membrane Technology Association and American Water Works Association Membrane Technology Conference and Exposition – being named the Water Quality Person of the Year. The award is “in recognition of his service as Vice President of Global Technologies for CH2M, specializing in membrane-based water and wastewater treatment, desalination, and water reuse and for his internationally recognized leadership in membrane technology through his publications and presentations on the use of membrane processes in both municipal and industrial markets.” ( Lozier Water Quality Person of the Year)

People – Awards – Dick Bedard Honored as Distinguished Alumni – 2016
Richard J. Bedard, PE, was recently inducted into the Academy of Distinguished Alumni of the UMASS Amherst Department of Civil and Environmental Engineering.

Dick joined CH2M in Boca Raton, Florida, in 1981 as a project manager. He managed four different regions for the firm over the next 20 years, from Florida to New England, leading major water and wastewater client projects. For CH2M’s water business, he took on various global roles. He led the global wastewater team for about 5 years, and then the global program management team another 5 years. Internationally, he led the winning and startup of major wastewater programs in London, Abu Dhabi, Doha, Singapore, and Australia. Bedard retired from full-time service in 2010, but still consults to CH2M regarding major East Coast clients. (Dick Bedard Honored)

Founded in 1916, the Florida Engineering Society (FES) celebrated 100 years of engineering excellence at its annual conference. During the event, nine “Engineering Projects of the Century” were displayed, exemplifying the long-term engineering solutions that provide clean water, electricity, transportation, as well as demonstrating engineering excellence in their local communities.

The Florida Department of Environmental Protection (FDEP) selected the Tampa Bay Water Regional Reservoir Renovation Program as one of its projects of the century; CH2M was the design criteria professional for this renovation program. (CH2M Featured at FES Annual Conference)

Project Awards – Water, Wastewater, and Water Resources – Thames Water Lee Tunnel – ENR Overall Global Project of the Year – 2016
Thames Water’s Lee Tunnel received top honors as the overall 2016 Global Project of the Year by ENR, the leading trade publication of the engineering and construction industry. The project won additional distinction as the Best Water/Wastewater Project of 2016. CH2M has served as manager of the historic public works initiative since 2008. Part of the $6.1-billion London Thames Tideway Tunnel Program, the Lee Tunnel, the deepest ever built in the British capital, comprises the first phase of the biggest upgrade to London’s sewerage system since Victorian times, a key part of Thames Water’s bid to clean up the iconic River Thames. In early November, the people of Los Angeles County voted “yes” for Measure M, an investment that will raise up to $120 billion over 40 years for public transit and highway improvements. CH2M staff has stayed close to this development and our Los Angeles client. “Timing is everything,” said CH2M’s Tunnels & Earth Engineering Practice Director Mark Johnson. The day after the vote, the CH2M Global Tunnels & Earth Engineering (TEE) practice teams from the Santa Ana and Los Angeles, California, and London offices gave a 1-hour presentation to senior Los Angeles Metropolitan Transportation Authority (LA Metro) on the London Crossrail project.

The TEE team saw the opportunity to present our industry-leading services and capabilities to this key client. Currently, CH2M is a key member of the tunnel design team for the Westside Subway Purple Line Extension Project, with responsibility for the design of the main tunnel lining structures and the fire life safety systems. ENR recently named the CH2Mdesigned DC Water Blue Plains Tunnel as the 2016 Overall National Best of the Best Project. The project also received the Best Water/Wastewater Project award for 2016. The Best of the Best Project Awards recognize the pinnacle of design and construction achievement among projects completed in the U.S. ENR selected the Blue Plains Tunnel from over 700 projects nominated through regional competitions in 2016.

We served as the lead designer for the 24,000foot-long, 23foot internal diameter combined sewer overflow tunnel project, which was completed in 2016. The Blue Plains Tunnel is part of DC Water’s $2.6billion DC Clean Rivers Project to keep overflow from entering the Anacostia and Potomac rivers, and Rock Creek in Washington, DC. The tunnel features five constructed shafts, including a dewatering and screening shaft designed as a combined figure eight diaphragm wall structure that reaches between 180 and 198 feet below ground. Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Singapore’s 5th Desalination Project – 2016
Singapore’s national water agency, PUB, selected CH2M as the consultant for the development of its fifth desalination plant on Jurong Island. With a capacity to produce 30 million gallons (mgd) of water per day, the plant will provide a long-term solution to Singapore’s water needs, which is expected to double from today’s 430 mgd by 2060. By then, Singapore expects to meet up to 85 percent of its water needs through desalination and NEWater, the country’s high-grade reclaimed water. (CH2M Secures Contract for Singapore)

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Alexandria Renew Enterprises Recognized with Platinum Rating – 2016
The Nutrient Management Facility, owned by Alexandria Renew Enterprises (AlexRenew), recently earned the first Envision Platinum certification from the Institute for Sustainable Infrastructure (ISI) in the Washington, DC, metro region.

The AlexRenew Nutrient Management Facility, an 18-million-gallon storage facility topped with a public athletic field, stores wastewater during nutrient peaks to balance the amount of nitrogen that goes into biological treatment processes. The Nutrient Management Facility is the largest project under AlexRenew’s $160-million state-of-the-art Nitrogen Upgrade Program, the utility’s response to regulations limiting the amount of nutrients water resource recovery facilities can release into the Chesapeake Bay watershed.

CH2M led master planning and design, provided engineering services during construction, and helped incorporate sustainability throughout AlexRenew’s entire nitrogen upgrade program. It is CH2M’s first Envision-certified project. (Envision Platinum Rating)

Civil Infrastructure Business Sector – Water, Wastewater, and Water Resources – Water Canal Redefines Dubai – 2016
In November, Shaikh Mohammed bin Rashid Al Maktoum, vice president and prime minister of the UAE and ruler of Dubai, opened the final 1.9-mile section of the Dubai Water Canal, a 7.5-mile waterway connecting Dubai Creek with the Arabian Gulf. The $1.5-billion infrastructure development by Dubai’s Roads and Transport Authority completes the success story started by Shaikh Mohammed’s father, Shaikh Rashid bin Saeed Al Maktoum, in 1959 when he inaugurated the Dubai Creek.

CH2M’s involvement in the project began in 2004 with the canal’s initial master planning. In 2006, a CH2M and Parsons joint venture provided engineering consultancy services, which encompassed engineering design; tendering services; and site supervision for marine works, roads, bridges, utilities, infrastructure, and environmental elements. Civil Infrastructure Business Sector – Transportation – Highways, Overpasses, and Bridges – Longest Bridge North of the Artic Circle – 2016
Roads and Bridges Magazine recently selected the 1,421footlong Nigliq Channel Bridge as one of its Top Bridges of 2016. CH2M provided construction and logistics support on the Nigliq Channel Bridge, which earned the second spot in the magazine’s list of top 10 bridges in the country.

The bridge, completed in 2015, provides access to the Alpine satellite CD5 drill site on the North Slope of Alaska, and comprises eight spans up to 200 feet long and provides access for heavy oil field service vehicles weighing up to 175 tons. CH2M served as the major construction subcontractor for pier pilings.

CH2M’s experience working in the challenging North Slope conditions provided the project team with key best practices to ensure smooth operations during construction, including keeping the large array of cranes, trucks, and other bridgebuilding equipment running effectively. We supported the over 400 workers on the project, keeping all equipment fueled and running 24 hours a day, 7 days a week.

Throughout construction, the team faced numerous challenges, including the bridge’s remote location and extreme climate, with temperatures as low as 45°F and wind chills reaching 65°F, as well as blizzards, limited infrastructure, extended arctic darkness, and limited access due to lack of permanent roads and seasonal ice road restrictions. In fact, given the far north location, the team needed to time the construction season perfectly with the coldest part of the year, when ice roads could be built and maintained (typically from midJanuary to late April).

Engineered to support six pipelines along its downstream side, protecting them against ice floes up to 6 feet thick and 200 feet wide, the Nigliq Channel Bridge is the first and longest “launched” bridge constructed in North America north of the Arctic Circle. “Launching” the bridge, or prefabricating the structure offsite and then transporting it to its final location, minimized the project’s environmental footprint and maximized safety by reducing work at height by 50,000 labor hours as opposed to standard construction methods. Dallas Fort Worth International Airport (DFW) – the world’s third busiest airport – has selected CH2M’s aviation experts for a 5-year civil design and design management services on-call contract. CH2M is serving in the prime consultant role, with multidisciplinary team members Alliance Geotechnical Group, A P Engineering Consultant, Eudacorp, Hayden Consultants, Iconic Consulting Group, Mead & Hunt, Milhouse Engineering & Construction, The Rios Group, and TransSolutions. The scope of work encompasses design and design management of airfield civil engineering projects for DFW’s Capital Improvement Program. (DFW Airport Services)

Civil Infrastructure Business Sector – Transportation – Airports, Railroads, Harbors, Ports, and Canals – Kuala Lumpur-Singapore High-Speed Rail – 2016
Proving that CH2M’s high-speed rail reputation and expertise is exportable around the world, the firm’s rail experts were selected by MyHSR Corporation Sdn Bhd to serve as the Malaysian technical advisor for the Kuala Lumpur-Singapore high-speed rail (HSR) program. Intended to reduce travel time to just 90 minutes between Kuala Lumpur and Singapore, the HSR line will link these two centers of global commerce to meet growing demand, accelerate economic growth, and improve quality of life along the 220-mile route.

Construction of the HSR is scheduled to take place from 2018 to 2026, following a dual-track coastal route. With a goal of integrating into local transport hubs, the new rail line includes eight stops, from the station of origin in Kuala Lumpur to Putrajaya, Seremban, Ayer Keroh, Muar, Batu Pahat, Iskandar Puteri, and the final stop in Singapore. Civil Infrastructure Business Sector – Transportation – Airports, Railroads, Harbors, Ports, and Canals – Atkins and CH2M Team Win Contract for UK’s Crossrail 2 Project – 2016
An Atkins and CH2M team has been awarded a $1.85-million contract to deliver the Stage 1 On-Networks Systems program on the proposed Crossrail 2 project. The team will develop upgrade designs for the Network Rail-owned stations, tracks, and rail infrastructure on either side of the proposed tunneled section, which will play a key role in Crossrail 2.

Crossrail 2 is a proposed new railway serving London and the wider South East. It could connect the National Rail networks, linking in with London Underground, London Overground, Crossrail 1, and national and international rail services. Atkins and CH2M are building on their previous engineering and program management experience, as part of the CAST (CH2M, Atkins, Supply Chain, and Transport for London) team working on Crossrail 2. Civil Infrastructure Business Sector – Transportation – Airports, Railroads, Harbors, Ports, and Canals – Panama Canal Transforms Global Trade – 2016
A wave of change felt around the world. The grand opening of the Panama Canal’s third set of locks marks the official completion of the $5.25-billion expansion program. Held on June 26, the historical event was marked by the Neopanamax ship Cosco Shipping Panama (operated by the Chinese shipping company, Cosco) making its way through the new locks. This ship’s voyage and the anticipation of its journey through the locks was followed world-wide for days in advance of the ship’s arrival.

Working as an integrated team with the Panama Canal Authority (ACP) over the entire 9-year expansion period, CH2M provided program management advisory services for the design and construction of the new Atlantic and Pacific locks, the Pacific access channel dry excavation and dam construction, and multiple dredging contracts to widen and deepen the shipping channel. At its peak, CH2M reached a maximum staffing level of 40 supporting the ACP in program management, construction management, project controls, document controls, correspondence, contract development, contingency planning, and oversight support. Civil Infrastructure Business Sector – Operations and Maintenance, Global Operations – OM Services Facilities Transport and Energy Team, Supports National Sciences Foundation Polar Services – 2016
Since 1999, the CH2M Polar Services (CPS) team has supported more than 1,000 scientists at field sites on land and sea all over the Arctic from Alaska, Greenland, Russia, and the North Pole. Thanks to excellent performance on an existing National Science Foundation (NSF) contract, the CPS team extended services to enable funded research projects to access field sites, facilities, and infrastructure through 2020. Civil Infrastructure Business Sector – Operations and Maintenance, Global Operations – OM Services Facilities Team Supports Honda – 2016
In early April, the OM Services Facilities Management team signed a 3-year contract with Honda Research & Development Americas (HRA) in Raymond, Ohio. The new work resulted from a strong and growing relationship with American Honda Motors (AHM) in Torrance, California. In a national meeting, our AHM client partner in Torrance recommended CH2M, and specifically Regional Director Nghia Vo and his team, for facilities management of other Honda facilities. HRA selected the team for a sole-source contract.

CH2M provides facilities management services for Honda’s 4.6-million-square-foot Alabama operation that produces 350,000 vehicles per year including the Odyssey, Pilot, Ridgeline, and Acura MDX. We also provide facilities management services for Honda’s 450,000-square-foot Georgia operation that produces 350,000 transmissions per year for the Honda plant in Alabama, in addition to more than 20 locations across the U.S. (OM Services Facilities Team Supports Honda)

Federal Government, Environment, and Nuclear (GEN) Business Sector – Government Facilities and Military Operations – A Day in the Life at NASA: Moving the World’s Most Powerful Rocket – 2016
NASA’s Space Launch System (SLS) will launch astronauts on missions to an asteroid and eventually to Mars, including robotic scientific missions to Mars, Saturn, and Jupiter. CH2M engineers are tasked with overcoming the challenges accompanying the monumental task of transporting the core stage from Michoud Assembly Facility in New Orleans, Louisiana, to Kennedy Space Center in Florida for final integration and launch. In addition to ground transportation, the CH2M team also is responsible for developing and planning the lifting of the core stage from its transportation system, rotating the booster to vertically lifting it by crane nearly 300 feet and loading it into the B2 test stand at Stennis Space Center near Bay St. Louis, Mississippi, for development and qualification testing.

CH2M engineers are developing procedures and training operators for the complex task of moving the rocket. SLS core stage is the heart of this system. Towering more than 200 feet tall with a diameter of 27.6 feet, the core stage will contain 730,000 gallons of super-cooled liquid hydrogen and liquid oxygen that will fuel the RS-25 engines for flight. The mass of core stage, including the ground support equipment and transporters to move it, weighs in at nearly 1 million pounds. (Moving the World’s Most Powerful Rocket)

Federal Government, Environment, and Nuclear (GEN) Business Sector – Government Facilities and Military Operations – Combat Drug Trafficking in Kazakhstan – 2016
A recent report on international narcotics control strategy by the U.S. State Department found that Kazakhstan is a strategically situated transit country along the main northern trafficking route for Afghan heroin and opiates. Importation of synthetic narcotics from Russia, China, and European countries into Kazakhstan has increased recently. To combat the flow of drugs, CH2M was awarded a project, under an existing contract with the U.S. Air Force, to design passport control buildings, living and administration facilities for border guards, and quarantine kennels for drug-detection dogs. Federal Government, Environment, and Nuclear (GEN) Business Sector – Nuclear – Successful Year with U.S. Department of Energy – 2016
In 2016, CH2M saw many successes and accomplishments with the U.S. Department of Energy (DOE), a key client, and with one of the most diverse portfolios of any government agency. Here are a few highlights:

  • Hanford Plateau Remediation – The 10-year, $5.7-billion project in Richland, Washington, focuses on removing hazards away from the Columbia River and reducing the 586-square-mile site to an active cleanup area of 75 square miles.
  • West Valley Demonstration Project – Awarded to a CH2M-led team in 2011, the West Valley, New York, project includes decommissioning of the Main Plant Processing Building and Vitrification Facility, relocation and storage of vitrified high-level waste, management of the site’s underground tank farm, environmental remediation, and operation and maintenance of site facilities and infrastructure.
  • East Tennessee Technology Park – At Oak Ridge, Tennessee, CH2M has now successfully completed, the demolition of the three former uranium enrichment processing buildings. In addition are environmental management operations and landfill management at the Y-12 National Security Complex and other critical services such as waste-treatment operations.
  • Savannah River – Since 2009, CH2M has been responsible for the operational tank closure of noncompliant radioactive liquid waste tanks at the Savannah River Site in Aiken, South Carolina.

Federal Government, Environment, and Nuclear (GEN) Business Sector – Environmental – CH2M to Design Oyster Habitat Restoration in Florida – 2016
The Nature Conservancy selected CH2M for this project because of their in-house ecology, modeling, coastal engineering, and design experience on oyster habitats and living shoreline projects, combined with our local knowledge of the Gulf of Mexico. Healthy oyster reefs and other estuarine and marine habitats help protect coastlines from wave damage and erosion, but 85 percent of oyster reefs have been lost worldwide, largely through overharvesting, pollution, habitat loss, and other factors, making them the most severely affected marine habitat on Earth. This restoration project will begin to restore oyster reefs in East Bay while also providing shoreline protection, nursery, and a foraging habitat for other aquatic life.

Phase 1, funded by the National Fish and Wildlife Foundation Gulf Environmental Benefit Fund, includes 3 years of pre-restoration monitoring, project design, and permitting to develop the most effective and efficient blueprint. A biofuel research facility in Masdar City in Abu Dhabi, United Arab Emirates (UAE), is tackling the dual challenges of food and water security, while simultaneously providing a sustainable source of aviation fuel. CH2M, along with its clients, Masdar Institute of Science and Technology (Masdar Institute) and the Sustainable Bioenergy Research Consortium (SBRC), is working together with industry, academia, and government on the world’s first research facility using desert lands irrigated by seawater to produce both bioenergy for aviation, as well as raise farmed fish and shrimp for food.

CH2M is providing engineering design and construction oversight of this sophisticated research facility. This innovative project uses seawater to raise fish and shrimp for food, whose nutrient-rich wastewater then fertilizes plants rich in oils that can be harvested for aviation biofuel production. The plants are salt-tolerant halophytes that thrive in arid, desert conditions, such as those common in the UAE. The wastewater is diverted into a cultivated mangrove forest, further removing nutrients and providing valuable carbon storage, before the naturally filtered and treated effluent is discharged back into the sea. CH2M was awarded the first phase of the Leadership in Asset Management Program (LAMP), selected by the joint group of 12 municipalities and part-funded by the Federation of Canadian Municipalities (FCM) to develop key asset management building blocks that will better connect sustainability considerations with their infrastructure planning and decision-making processes.
